Has anyone had problems with Excalibur Financial Credit Card Interest Reduction?

Has anyone dealt with Excalibur Financial Services out of Los Angeles? I stupidly paid $1990.00 up front and have been promised a refund which has not happened. They don't answer letters and will put nothing in writing. This was on a reduce your credit card interest rate sales pitch. I should have known better. Beware!!!
